I think it's just a term they cooked up for the 2001 remasters to make them seem that much more special. The same ones are found in the 2004 card sleeves but they didn't bother using this term again.
It's a shame that some of these special releases are done there in the UK but initially only for the Japanese market.. seems silly to me. They're basically just manufactured in Japan but it would be easy to assume that Japan actually does the remastering themselves, which they do not. Not even the karaoke mixes nor their 2004 remasters.. also done in the UK and then exclusively released in Japan.
I think it used to be different. Licensees in different countries such as the U.S. with Hollywood Records were allowed to create their own exclusive releases.. but in recent years it seems more like Queen has more control and produces the content themselves, then sends the materials on to the country of release.
