The Queen gives special titles to certian people who've done good in the world and deserve some recognition. There's MBE (Member of the British Empire), OBE (Order of the British Empire), CBE (Commander of the British Empire) and knighthoods (which gives people the right to be "sir" or "Dame"). I think there might be some in the middle I've missed out but those are the ones I know.
So Brian, as a Commander of the British Empire, outranks Jimmy Page, who has an Order of the British Empire.
Damn straight.
