Probably because including those songs would have created a 3LP set, which is not the most economically viable product as it is. Something had to be cut.
As for the resposibility of compiling live albums, that went to people outside of the group. Brian and Roger have let it be known several times in the past that they did not like nor approve of the mixes used for the album. Track listing, however, may have been their doing.
I have heard a live mp3 of Its Late. Can't say it really sounded all that good. The guitar solo never was really do-able on stage with all the weird finger tapping so they opted for one like in "Get down make love" with the weird sound effects.

Not to mention the band don't even come close to the studio lead and backing vocals. Freddie's singing is not quite up to par in the live version. On the Star Licks video however, Brian has no problem whatsoever recreating the solo, so that couldn't have been the reason for editing Get Down Make Love in.
I don't like how the intro to Fat Bottomed Girls sounded live...I'm glad they didn't put that one on Live Killers....

Sometimes they did. Check out the Copenhagen 78 and Montreal 78 versions.
If we elect TOP 3 Queen songs that sounded live worse than studio versions, IMO It's late should be on top of the list.

Yes, the album could have run to 3 discs, which would have been too much, but I had hoped that the CD remasters would include these as bonus tracks.
Of course that would have required 'hard work' and 'imagination'.

Maybe you're right, I must chech if I have some FBG's during Live Killers tour, maybe haven't, but I have some examples from Hot Space tour, so IMO they sound havier and more entertaining than studio version, esp I like longer lasting Brian guitars. So on the contrary I think it worked on stage
