considerating how Made In Heaven was constructed, now that we have more new material reworked by Brian and Roger on the soundtrack of the movie, we could arm a Made In Heaven II just with material that Brian and Roger rework on. Just since 1997 to this day:

Made in Heaven had a bunch of stuff that wasn't on a Queen Album before, yours is more of a compilation.
You've missed a whole bunch of Bsides.
But then you have to get it to fit together and match a theme and sound.
Bonus track: Feelings Feelings (take 10, from 2011 NOTW remaster disc 2) :-P
I mean, it's the only new (we already had take 9 though) Queen recording officially released since Made In Heaven that has not been reworked in any way.
I was going to say what emrabt has already stated. MIH was a surprise in that none of the tracks had featured on a Queen album before or hadn't been released at all until that point. What you have is an Absolute Greatest II (and the first one wasn't very good!).

Only solution for MiH2 is rework/finish songs like "Face it Alone" or "Fallin' Out". They have many songs which could used but they are too lazy?

They're not lazy. Those just aren't great songs.
They did 15 studio albums, and they have no obligation to do any more. They're past retirement age.
I think that the only way to make a new Queen album is to rework Freddie Mercury solo tracks really. And is that something the world want today? I don't think so. There's just not money in releasing a studio album these day. So why bother? I would rather want them to release all the music videos in best possible quality. Some of them can even be in HD. Thats important in this age of sharing in social media. Especially the younger generation is very spoilt when it comes to picture quality.
We know there are Queen versions of Man on Fire, Man Made Paradise, There Must Be More to Life Than This (a decent version!) so there a few things that would be worth hearing. Listening to Let’s Turn It On from Mr Bad Guy again I wouldn’t be at all surprised if there is also a version with Brian playing on in the vaults because (like Man Made Paradise), the guitarist is basicall seemingly copying a Brian solo and flourishes throughout.

But YDFM wasn't even song. They can make great song from "Face it Alone". Even than can't make full good album they can rework some songs and put it as bonuses.
