Actually those are 2 different tapes. The "Rough mixes" tape has 11 completed tracks, Too Much Love Will Kill You between I Want It All and The Invisible Man, I Want It All is the same mix as on the Hollywood Records remaster (missing backing vocals and the guitar is mixed higher, and the synths lower if I remember correctly), Scandal is also a slightly different mix (some backing vocals are missing if I remember correctly), the other songs are (I think) identical to the album versions.
The 13 tracks tape you're talking about is probably the tape which contains just the samples of all songs, most of them are less than 2 minutes long and all of them are just edits of finished songs, with 2 exceptions - Too Much Love Will Kill You has a completely different vocal take and The Invisible Man has that middle section which we have never heard before, but it was released on the 2011 Bonus EP as part of the early version.
Then there is of course the 10 tracks teaser tape, which also has short excerpts of songs.

The "Teaser" cassette tape is a 10 track Parlophone sampler from 1989, with the same tracks on both sides. link
