No it is the official promo ! Before the track came out on the FM boxset people payed bigtime for this one.
We know the song : but who knows the story behind it ? Why would Freddie work on a soundtrack of a German detective? And there is little information to find about Jo Dare as well...
according to Record Collector july 1999 article on "Freddie - world wide rarities", they claim that it was "... - bootlegged as a 7" (with Tina Turner on the B-side)."
I'm willing to believe that. Because as I mentioned above the sleeve is suspicious as it is a Queen related picture and not even a good one. And I don't know other german promos including a picture sleeve. If I see the record only I have to say it's a well done booty, when it's true. But now it comes:

I'll check the book from Phoebe again. I remember him writing something about Jo Dare and the song. I believe it was because Fred was in Munich that time.
Freddie was introduced to american actress and singer Jo Dare by Mack during the Mr Bad Guy studio sessions in Munich. Mack was also producing Mrs. Dare's album and Freddie liked her a lot since the beginning because they seem to have the same sence of humor and so he decided to help her with songs and ideas. That was in 1984. Two year's later he wrote and sang the duett with her and the song was used for the movie "Zabou" where it was used as a song out of the radio like "One Year Of Love" in Highlander.
I guess it was Mack who made the connection to the film maker's and the singers. By the way Jo Dare is the cat in the Living on My Own video shot on Freddie's birthday party.

Tatort (Schimanski / Detective) was one of the most famous TV-Crime Detectives in Germany at that point. I think 15 Million Viewers was the peak. So placing a song there wasn't a bad idea. It worked out for local hero "Klaus Lage" with that
Crime Series, "Faust auf Faust" was a Number 10 and 21 Weeks in the Charts.
Well it didn't worked out for Jo and Fred...
