If it's from TicketMaster, I believe it is the timezone the venue is in.
That's also my understanding. If Ticketmaster says that tickets for a particular venue go on sale at 9:00 a.m., that's 9:00 a.m. in the time zone that the venue is located in - i.e. local time for the venue.
