It was the 70s. Fey and androgynous were the words of the day for a period of time. Freddie's input was part of a larger social scene going on at the time. It was called "glam".

Yeah, I'm sure they didn't take the intricately record Bohemian Rhapsody or The Prophet's Song or the entire Queen II album or anything else seriously until post-The Game. All just a larf dashed off in an afternoon. Ho-hum and on to the beauty parlor to gay themselves up so that no-one in America would take them seriously.

I thought he was addressing the public's expectations of the sound of their third album. ie, the public was expecting a continuation of what they had been doing, but Queen chose a different direction.
Also, if you read anything about Freddie, you will know that he was very adamant about NOT being the leader. His outgoing personalty makes this difficult to believe, though.

Just because he wouldn't want to be known as the leader, doesn't mean he wouldn't have strong ideas or opinions which he would wish to put across and use. But just that he recognised that the others had an equal say. I think he was probably the most persistent and would get his way over the others.
