IMO, I think it was mimed but they play along to a different version of the song than the one that appears on ADATR. I'm curious where that version of the song came from and if it was only used for this performance. I imagine we'll probably never know.

there is another actual video for the original version from ADATR, although I think it was made when the song got re-released on some EP Queen put out. That video is mostly put together with live clips from their 1977 Earls Court show.
It's the same backing track as the original but the vocals and backing vocals we're re-recorded as well as the guitar solo. The same way they did some of the earlier BBC sessions.

Quite simply, it was re-recorded specially for the BBC Top Of The Pops performance as, I believe at that time (as has been the case periodically throughout TOTP's history) they required a certain amount of the performances one the programme to be live, or at least different to the studio versions.
In Queen's case, they mimed to a re-recorded, and thus different, version of the studio version.
Nothing about it was live. Nothing about it was the same as the original.

but since it was already released on the ADATR record couldn't this second compilation EP release of it be considered a re-release of the song? I guess you are specifically thinking in terms of being released as a single, which in that case you are indeed correct and that would be why they made the video for it at this point.

yes, it pretty much has to be cause the whole song is actually a little bit faster than the original yet still right at the same pitch. I don't believe they could have done that back in the old analog tape days without fully re-recording everything.
I assume they left out the full mix of vocal harmonies so it wouldn't seem too obvious that they were actually miming.
I find it to be an intriguing version of the song cause it's so close to the original yet has certain things in the feel of it that usually only come across live, yet it is a studio made cut. I don't know, that's just cool to me for some reason. I have also heard other bands do similar things as this before and always wonder what the story behind it is.
