Small venues might work, but I think without new material not many people would go. They would still need a band and they still much better play than they sing - Queen songs require voice. That's Freddie's legacy and Paul is doing rather well with it.
I believe the biggest question now is if new studio album will happen or not. Roger hinted in his radio interview this is something he would like to do. New studio album means also at least one more tour. It also assumes Paul being involved unless they will do it without Paul. If second, then such option or Bri+Rog tour is open, but I'm not sure how successful it would be. I mean, we are all used to big things from them - and so they are. Small venues, small tour... I would not bet. Perhaps I'm wrong, but this is something I would not put my hand in fire.

Oh you mean intimate tour gatherings in clubs... well, that would be nice goodbye tour if you ask me. What I was hoping for this tour is once that is finished to come back to Brixton (or any other place) where they would do a gig for fans... not repeating standard setlist, but rather other songs that fans did wanted to hear. So, not the general public but fans again. By that time they would know all songs and there would be no mistakes so it would nice end of tour.
Of course, small tour where only Bri+Rog+band would do just their own own songs and few most common from Queen catalog is also an option... that could happen if they would still be hungry for gigs and without lead singer.
