Making DVD`s of MPEG files

I see many people are making dvds out of their mpeg's. I also see people are trading these mpeg's sourched dvd's. Isn't mpeg's sourched dvd's a lossy format?
I mean, isn't this almost the same as trading mp3 sourched material?
