I think this is just a generic waltz thing - so it may/or may not be part of a Strauss thing.
However, anyone else notice that 'Good Old Fashioned Loverboy' lifts a 'riff' from the lullaby 'Rock-a-bye-baby'?

I've always noticed that too, the "when I'm not with you" part, that is.
