The Greatest Hits 2 DVD does not include stuff from the Inneundo album, but it includes songs like Scandal, Princes of the universe etc... that were not included in the Greatest Flix II video...

Greatest Flix was released along with the Greatest Hits CD. In 1981, for example, when the first Greatest Hits CD came out, Greatest Flix accompanied it. In 1991, Greatest Hits II came out, along with Greatest Flix II. These both are on VHS, except for Flix II, which can be found on DVD, but only in select locations, South America, to my knowledge, is one of those locales.
Greatest Video Hits 1 and 2 were released in 2002 and 2003, respectively. They document Queen's run from 1973 to 1989, with GVH1 covering '73-'80, and GVH2 from '82-89'.
The long-awaited GVH3 will probably cover '91-'97, with other bits and pieces from the past and present, possibly.
I have both GVH 1 and 2. Not the greatest Queen video collection, but definitely worth the buying.
The Greatest Flix II DVD you mentioned that is only available in certain parts of S.A. are bootlegs.
The only legal DVD of the Greatest Flix titles was released in certain European countries back in 1997, when they were just coming out with DVD players, especially in Germany. The "Greatest Flix I & II" DVD was only available with a purchase of a certain brand of DVD players from that region (Region 2 encoded, btw.), and was not available for general sale...in stores anyways. There are usually at least a couple copies knocking around on eBay every week or so often, often for slightly or really higher prices than normal DVD's sold online otherwise.
This DVD would be worth getting, IMO, because the videos are encoded in their original full screen aspect ratio, and the quality is said to be even better than the newer "Greatest Video Hits" I & II DVD's!
I don't have a copy for myself (yet), so I couldn't tell you how good the quality is.
But I like the fact that it's all on a double-sided DVD disc. The packaging appears to be really nice too, since it's not a normal one like the ones we're used to.
I've only got Greatest Flix I (the 2002 official remastered edition which was only released in Brazil and other countries in SA) but I'm still looking for part II

The S.A. DVD's, which aren't authorized by Queen Productions (who don't get royalties either from the sales of these illegal discs, as with any bootleg), are bootlegs.
The only official DVD's with these videos is the "Greatest Video Hits" I & II DVD's (*and the European 1997 Flix I+II single double-sided disc issue, which itself is different from the S.A. bootlegs).
Sharing the videos on these DVD's is prohibited, unless there are other performances or alternate video performances that are never going to be included on DVD.
Examples of video versions not available on DVD, and which can be shared:
Seven Seas Of Rhye (TOTP mimed performances)
Now I'm Here (TOTP mimed(?) performance - literally very few private collectors would only have copies of this performance, if it still exists in the same way SSOR does)
We Are The Champions (TOTP version, with alternate guitar sounds)
