Yes, that's indeed an outtake from the jamsession from which later Under Pressure came. Bowie does not sing on this recording, but he does play the piano.
Dog With A Bone was recorded during the early The Miracle sessions.

It was said in his fan forums that Bowie denied that he played piano on that particular take.
Dog With A Bone, officially called Good Times, was recorded during the first THE MIRACLE Sessions in early 1988.

This used to be a part of a long medley (the original idea was to make the b-side of The Miracle one cohesive 'medley' kind of thing (also featuring A New Life Is Born (which became Breakthru intro), Hang On In There (instrumental), Chines Torture, My Baby Loves Me...). IGWFA was inted to segue from My Baby Loves Me (the original title and lyric for My Baby DOES Me) and was to be followed immediately by the heavy instrumental part (the only part at the time) of Hang On In There.
Thats very interesting as I am learning things i never really knew about the band , like i said im a big fan of theirs and i really cant explain but somehow or another i relate to the feelin of the songs they produced even the way freddie sang them its just gives me shivers I seriosuly relate to them tho just from the music alone not just the words.
Your guess is right, they come from the late THE MIRACLE Sessions of November 1988. It is actually part of a medley consisting of:
- My Baby Loves Me (yes, LOVES instead of Does)
- I Guess We're Falling Out
- A Fiddly Jam (which turned to be Hang On In There)
- A New Life Is Born (part in the beginning of Breakthru)
- I Want It All (rough instrumental mix)
- Chinese Torture
