This has been discussed a few years ago with no result.
If you have compilation albums at home, check them out. Do they have Queen/solo songs? What are the positions of the sings on the album? If you check out lots of compilation albums in music stores, you'll see what I'm talking about - Queen or their solo songs are always first on the disc.
Now you will say:
"I have a cd where Queen are number # (any number, but 1)"
- I bet that the cd you are looking at is some very cheap compilation that you have bought for a few bucks or quid.
"I have an album where the last song is a Queen song."
- If you look closely, you'll notice that the first track on the disc is also by Queen. If there are two Queen/solo songs, they are placed 1st and last.
"They put Queen as no.1 because they want to attract people's attention, that's all."
-Are you sure? If that is true Queen are the most famous and best-known band in the world.
The conclusion I am now making:
Queen productions only allow Queen songs to be used on compilation albums if they are placed as the first track on the disc(s). Sounds silly? What other possibilities are there?

Yeah, it's been discussed here before. QP only allows their songs on compilation discs if it's the first track. Call it "good marketing" or just band policy. AC/DC has a similar policy to not appear on compilation discs at all, so it's not that strange.
