It certainly looks like them, at least the "Brian" one.

Supposedly they were in the film during the Killer Queen at the BBC scene! I didn't catch it though, this was posted on somebody's Instagram. link link
That's an awful lot of makeup for a one second shot. Prosthetics, covering RT's tattoos, hiding BM's hair....
The guy on the right does look heavily made up though. The other one just looks like griff Rhys Jones in a blonde wig.
Willing to be corrected, but leaning towards "no"
