I would not have wanted it stop when Freddie died, if that happened there would have been no Freddie Tribute, Made In Heaven or No One But You. Which I dearly love.
In the video you can see sudden change of expression on his face, when a fan is asking about Freddie. They were pretty close I think and I suppose that Dave imagined / hoped that after Time there will be more projects and more opportunities to collaborate. AIDS ended it. Freddie had amazing voice and when he was focused on creating and working in studio instead of partying, then you see a genius that cannot be replaced. In a way, Freddie was Queen... apart from music I think he established the image of Queen which is still pretty much present in the awareness of general audience.
I don't know how he was treated by Brian and Roger after Freddie had died. For sure he wanted to contribute as otherwise we wouldn't get remixes, a proper remixes of Time tracks for the Freddie Solo Box-Set. But that was in the year 2000.
Since then things between them became complicated.
He may be right in saying that they should have stopped when Freddie died, but equally he’s totally wrong when he says that “Freddie was Queen”....totally disrespectful to the others too.
I don't think he's right about either point. Brian & Roger are musicians, you don't just lose your passion for playing because someone dies and they were relatively young at that time.

Also at the time they all left the band to one side because they couldn't see a way forward without Freddie.
I think maybe No But You may have been a toe dipping exercise. Queen as a three piece, the song worked but possibly they felt they couldn't do anymore, especially after John left.
Time and chance meetings changed their minds and approach maybe.
