Why on earth, after the 4 bar intro, does the 5th bar start early and proceed at a quicker tempo to the intro? That's absolutely hideous, and I cannot understand how the dozens of professional musicians and producers that heard this prior to it being finalised/released did not notice that. The only explanation is that it is intentional, but then, it's so jarring and ghastly that I cannot believe it is intentional.
It makes no sense.
Aside from that, this is just typical of these charity ensemble cover things; the production ensures the song loses all charm, subtlety, and emotion that it originally had.

Well it IS Brian Wilson's song and the man himself is on the whole recording, and ultimately it had to have been up to him if he had an issue with the bar + tempo change which evidently he doesn't appear to have had.
I doubt he had that much of a say over the final mix. He wasn't the producer.
But, even if he did have a say, my point still remains: why would anyone want an intro that's out of time with the rest of the song, in a totally unmusical way?
Perhaps it's a glitch on the YouTube video or something. That's a more understandable explanation.
Hmm, listening to the intro again, I think the bigger issue is the flutes come in significantly delayed on the first beat of the 4th bar, which *makes* it seem like the 5th bar is much too early.
Actually I hope I am correct! But apparently this version is just an advertisement for BBC Music, a full single version will be released for BBC Children in need.

The suggestion that this video is a(n) (badly) edited version of the full track/video seems to make the most sense: the intro is only 4 bars where it should be 8 (and an edit there could explain the timing problem); the verse after the middle section is missing.
However, I can't find anything anywhere that suggests this is anything other than the full version. Happy to be wrong though. (And it's not like I actually give a shit about this.)
It's not a timing problem they have simply missed off the first 4 bars that get repeated, it's not out of time, it's the same timing as the original just slightly shorter intro. but is certainly not out of time.

It absolutely is!
The 5th bar starts before the 4th has even finished, as it were, and, to compound that, it's at a slightly faster tempo than the preceding four bars were.
Are we hearing different things? And aren't you a drummer?!
