Nice
Here: link
On the right side of the page, about a third of the way down, there's a box "Contact Us". I'm sure they'll be happy to give you the desired information.
Was this a prearrainged set up question? If not, GF, the bjorn response was one of the cleverest answers I've come across, outside of a Mystery Science Theater bit.

Thanks but it just gives a list of Ministries:
Prime Minister's Office
Ministry of Culture
Ministry of Defence
Ministry of Education and Research
Ministry of Employment
Ministry of Enterprise,
Energy and Communications
Ministry for Rural AffairsOffice for Administrative AffairsPermanent Representation of Sweden to the European Union
I'm not sure they would be happy with a tourist emailing them.
Lol, Grateful Fan :-)
To answer your question: it depends on the age and height of your child:
children under 9 months must be transported in a rear facing infant carrier on the passenger seat (deactivated airbag) or back seat.
children up to 4 years must be transported in a suitable child seat. Rear facing seats are recommended (and common) but the law does allow front facing seats as long as they are installed safely on the back seats.
Children older than 4 years and up to 1,35 m height must be transported in a suitable child seat.

If you have more questions about rules and laws in Sweden use google translator or message me :-)

*sigh* Sometimes I think that the more easily information becomes available, the more stupid and lazy people get. Apparently, you are incapable of clicking a simple link with directions given, so here's the hotlink, direct to the contact-form for the Ministry of Health and Social Affairs: link
You see, it's their *job* to provide info on such topics, and they didn't put the page in English to make it easier on the Swedes, you know...

"Where's the train station" = tourist information
"What are the laws regarding children and cars" = legal information
Again, they put the page in English for a reason - they *want* tourists to consult them on issues like this. Really, they do.

Yes it's tourist information, and if you are travelling out of the country with a 3 and 6 year old it’s essential tourist information. I'm sure i'm not the only person who wouldn't think of contacting the "ministry of Health and Social Affairs" over something as simple as carseats. Maybe something like hospital stays and medical bills, but a car seat?
