Is it likely that Steve Howe and Fred Mandel receive royalties (no matter how small) for the parts they recorded in Innuendo and I want to break free respectively, or did they merely get a thankyou mention in the album sleeves?

Depends, I'd guess Fred Mandel was on a contract as a session guy, for someone of Steve Howe's magnitude, maybe royalties but probably double or triple union scale or something befitting his stature.
Anyone credited as a performer on a track will usually receive standard mechanical royalties for that. Fred Mandela would most likely have been paid for his session at the time in addition to the royalties, but I would guess that someone such as Syeve Howe would have just done it as a favour to friends. Brian had done many sessions over the years free of charge for friends.
