i've got hold on a DVD image that is a transfer from the Laser Disc version.
has everyone knows there is the speed problems of the Budapest 86 realese, my question: is there any program that i can use to try to play this slower? playing in Power DVD in 0.75x is to slow, and playing in normal speed is to fast of course, maybe something in between this 2 speeds....
or any video editing program that can solve that problem
You might just have to talk to the Queenzone Electronics Department about that. It's on the left hand side in the back of the store, try to speak to J Mac!

The reason it's sped up is because, back in the day when they telecined film (24fps) to tape, for PAL releases they *had* to speed it up a frame, as 24fps would not transfer well to 25fps without major flickering. 24fps doesn't have such an issue with NTSC, as for that they use 3:2 pulldown telecining to make it stay within 29.97fps (one caveat is that slow pans have slight judders...). Incidentally, DVD's that have 3:2 pulldown-encoded material encode more efficiently than pure interlaced NTSC due to the frames saved in the process :-) (Films on Blu-ray are encoded at 23.976fps, without the pulldown as it's not necessary there, unless you have source material that is 24fps/30fps mixed, for which only MPEG-2 woud allow)
I believe they use new pulldown methods to transfer film to PAL DVD's without speeding them up (though some odd releases still get sped up anyways).
